trying to clean up soft plastic... need some suggestions

I have been fixing up a couple of old Waverunners that run great, but could look better. I am looking for some suggestions on how to clean the handle bars... see the picture. The stuff I use on my boat isn't touching it, but my boat has also never looked like this.

All I see is a grey circle with a minus symbol in the middle.

Try a heat gun (carefully) or hair dryer
Changes aren't permanent, but change is.

That is not going to clean up, sorry but I am being honest here , your best bet is to spray it with vinyl dye, follow the linky thingy below, you may want to go with something darker than in the link

Y'all know me, still the same O.G. but I been low-key
hated on by most these &^$$@s with no cheese, no deals and no G's, no wheels and no keys, no boats, no snowmobiles, and no skis, mad at me cause I can finally afford to provide my family with groceries

Yep a re-dye is probably the best bet.
