Use a gold spring with 2.3 N/S. Sometimes I have to stretch gold ones before I can get the part throttle mixture correct.
What exactly does the IJSBA do?

Try it and see. Only one way to find out. 20psi is right on the ballpark.

One other thing I have noticed with this ski. The fuel tank doesn’t ever seem to build any pressure. Never lets off air pressure when I take off fuel cap, even when it’s in the hot sun.

Do you have a tank vent? Definitely need a tank vent as you can have fuel delivery issues without one or one that's not working properly. Should let air in but not out

The tank has a built in pressure relief valve where the vent line attaches. It is okay to have the tank completely vented as long as you make a water trap and install it on the end of the vent line. I use a small plastic pill bottle with a couple of pin holes and mount it inside the pole. The bottle wont have time to fill up under normal use.
