2004 Honda R12 exhaust leaking water

i need some help please. My 2004 r12 has been spraying a good amount of water out of the two allen wrench looking holes on the bottom of the exhaust pipe above the water box. I took it off and took a pic but there does not appear to be a hole. Is there a gasket or is it possible to remove the black allen bolts and add a RTV gasket?

Thanks in advance!Click image for larger version

So i picked up a big Allen bolt that fit one of these black bolt heads and tried to turn one with a 3 foot breaker bar. no luck. They are either in there crazy tight or are some type of casting holds for when the exhaust pipe is made. These pipes have the water channels running through it so its hard to say without cutting it open if their actually bolts or part of the structure.

If you're sure the manifold is good with the exception of the Allen bolts, I'd grind the heads off of all of the allens until just the head is gone. Then have someone weld an aluminum circular plate over the area.
