2000 GP800 not going above 5k rpms Any ideas?

Buddy picked up a gp800 with the powervalves. Went through and it has 150psi in each hole, new plugs, cleaned oil filter, new fuel filter, water/fuel separater drained but sometimes it will only cruise around at 5k rpms and then after a while it will go full speed for a while and then back down to only 5k. I checked the engine thinking it was over heating and it is not that hot to the touch, maybe 120-140 on each cylinder. Pipe is warm and can easily leave your hand on it.

Hoping there is some known thing with these skis someone can fill me in on?

Check the servo motor for the power valves. If you start and stop the jet ski while watching the power valve cam at the left rear of motor. It's the BLK disc with 2 cables hooked to it. After the motor is stopped the servo should rotate the cam open and closed to do a self check and valve cleaning.the 5000 RPM is about the time the valves should be opening to give you the upper part of the power band to reach the higher rpms. If the cam moves you may be missing one or both valves.
