Best way to fill bolt holes?

The 2001 Waverunner I bought recently has some sort of homemade ice chest holder/tow bar mounted onto the back of the ski using bolts through the hull...I am wanting to remove this contraption and put a handle back onto the seat since it was removed to make room for this other thing.

Once I remove it, what is the best way to fill these holes left by the bolts?

Put a piece of duct tape on the inside under the hole, make sure it is sealed good to the inside of the hull.

WAX the area around the hole REALLY GOOD. Do not get any wax IN the holes.

Fill the hole with epoxy. Use a toothpick to make sure there are no bubbles. DO NOT poke through the tape. Marine Tex comes in white.

Put a small piece of wax paper over the epoxy to make it level with the hull. Any that you spill or oozes out will not stick to the wax.
2, 1998 TS 770 L, restored and running great. (Except for the one with engine that SBT put the WRONG crankshaft bearing into and is now sitting as I collect repair parts)
