    the bolts are completely gone now after cutting them off?

    You can try a glob of putty/clay on a stick. Reach in and smash the clay against the hull, then fill in from the top side with your epoxy

    or find a rubber plug/vacuum cap the same size as the hole and push it down until it's almost about to fall through completely. then fill with epoxy.

    Yes, completely gone...

    I wonder if I could find a wooden dowel that is just large enough to be forced into the holes, then fill with the epoxy on top of the dowel plug? Once every thing dries, it shouldn't matter if the wooden dowel holds up, rots, etc...correct?
