One other thing you can try, I had a PADLOCK system screw up one time, it would not unlock, the wiring comes from the electrical box, runs through the gauge cluster then back start stop switch ,on the gauges there are two multi connectors one is red the other is white, disconnect both sets then plug the white connector into the red one and vice versa, you will notice the wiring colors on the wires of each are identical , this disables the padlock system by supplying power directly from the electrical box to the start stop switch, all the gauges will still work normally granted they were in working order to start with.

It would turn when jumping the solenoid. found the culprit; the Previous owner had swapped where the cable from battery to solenoid and cable from solenoid to starter. So when I was rewiring comparing to a picture I found of the wiring online, I had left the fused red powered cable to the starter side (not yet powered), so there was nothing being sent to the gauges/ECU, etc. All I had to do is swap the fused red wire to the battery side of the solenoid terminal.
