If the gauge is accurate. Then the cylinders have lost compression due to possible broken piston ring(s), scored cylinder walls etc.
You could pull the head shell off and look into the cylinder and visually inspect the piston and rings and the cylinder walls in each cylinder.
You can also turn the motor by hand using the PTO on the back of the engine(might be under a plastic cover) and inspect the cylinder walls and ports.

Just some info for Ya to consider...
$1k for a non-running ski is expensive in my book. If I were to buy it. I would negotiate a price to about $300-$500 max.
Consider the motor alone from SBT(as an example) with a core exchange is $1,200.00 plus whatever other system repairs that need to be repaired which equates to more money.
So $1k + $1,200 + unknown costs for other repairs = $2,500-$3,000 minimum.
You could get lucky and spend less in repairs if it is a sound ski and all other systems work correctly.
I assume you would be doing the work yourself?
Otherwise figure a Shop's rate at $100/hr. Will add up quickly. But a reputable Shop will get it done right.
