    The first test should be with the carbs fully assembled.

    I meant that both needles are brand new. What I s
    Don't get us if I swapped the plate that contains the needle and seat how come the problem did not switch to the other carb

    There is a possibility that when the needle popped open, it got stuck open.

    You bought cheap kits. The good kit doesn't have a needle in it, but both
    kits come with 3 springs + the oem Kawasaki spring gives you 4 possibilities,
    and that doesn't include the possibility that someone in the past thought
    the pop-off was too high and already replaced the spring or cut it.

    Bottom line is: who cares what is new and what is old. The only thing that
    really matters is the pop-off with the carbs assembled. The diagnose it
    further by testing the pop-off with the carbs disassembled.

    Do you have a compressor or bike pump?

    Genuine Kehin kits DO come with new needles......

    Do not use any aftermarket kits.

    Okay everyone seems to be pushing for me to check the pop off pressure. But want I don't understand is if I swap the part pictured below the issue stays with the same carb and does not follow the jets needle or seat. I would think if it was pop off issue it would follow that or am I not understanding how they function?

    Have you tried it with the fuel cap off yet? Or tested your tank's 1-way valve?

    you might need a new carb if adjusting your pop off pressure doesn't help

    Check the "rings and washer on your hi lo adjustment screws.
