The feedback % should be the history of all the transactions not just the last 12 months.

As with anything it's "buyer beware". Don't assume anything, if something specific is not stated and you don't ask about it.....it's on you. Scammers have an uncanny knack for wording right around anything important. You sort of have to read between the lines on a description. For example: "Here is a complete engine for your PWC out of a nice clean low hour freshwater machine. It will make a great replacement if it fits your boat." Man, that sounds like a great deal.....BUT....I never said anything about it being good or running. So if you get in a hurry or don't ask questions, you can get scammed.
yep, I thought it was for all feedback for a few years. Then i had a buyer that i had sold a vintage air,it was something my dad purchased, then passed away,I thought it was for a 55ford truck, well it turned out to be for a chevy,He had me deliver in person since he was only two hours away,he paid cash, the next day he call, long story short, when i asked him to relist it & if it sells for less i would send him the diference & he would have his money back faster,he went off filed a claim because i won't give him a full refund, then ebay tells him to send it back to me,it wasn't until after i get it back that ebay realizes he didn't use paypal, now they tell him to pound sand. if he would of just relisted it he would of had his money. He left neg. feedback & threats, then when he seen i relisted it,he really started going off,i didn't tell him i was doing it to repay him, because ebay said we weren't supose to communicate, but i did respond once saying keep it up, it's just gonna cost you more???after figuring my time& some of the things he said,I gave him all but 300.00 back.
so i take it this is the same people,If they had something i needed, just the way there page looks may have fooled me,61,000 items sold & nos or a new item still would of made me feel somewhat safe, only to get burnt.
Yeah these are all help full tips but ultimately I sent eBay the whole story and my emails they still favored this a**hole there whole basis was that the item made it to my house no sh*t but what I was wanting a refund over doesn't matter to them or actually looking into this but hey good job eBay you really helped the buyers protection!! Not to mention they had the parts listed as "new" when it arrived yeah it had the original bag and half the parts and showed up in a zip lock back taped shut so again I'll never use this company again cuz they lie and get away with it

I don't know about other sellers on here, but I can't compete with guys who part out a ski and still sell the crap parts I throw away. All my electronics are guaranteed, salt damaged stuff is tossed, crunchy cables and burned out displays are, too. Bottom line, since they are selling this stuff, they can sell the other stuff way cheaper and still make a profit. I can't. Decided last week to get out of ski parts, just not worth it.
How many gerbils could a gerbil jammer jam if a gerbil jammer could jam gerbils?
"You build cheater motor's & still get smoked !!!!"
"Its not your fault. You just don't understand what you're talking about. "

Damn, I wish everyone on here could say the same.. those are some nice words.
Just trying to add some education on how the economics of our small world effect things. There's plenty of people on here who are just the same, but most people won't buy from them as their costs are higher. Another thing is when people white knight for known scammers. Yeah, they didn't screw "you" over, but like I said, someone who willingly rips others off then refuses to make it right is someone to be avoided. At your age, this is an important lesson to learn from. The couple bucks you can make ripping someone off will never exceed what you'll lose from ruining your reputation.
If you read the neg. for them, I think i read someone saying the same thing about not being new& coming like you said.It could of been you though now that i think about it.

man, i've had such good luck on ebay and with paypal, absolutely zero issues...500+ transactions, no complaints.
I've only had to provide one refund, and it was actually on an item that I had no refunds listed on but it was $8 so I didn't give a dam, told him to throw it away here's your money. I've had 3-4 non working items sent to me by sellers, and every time they've been super cool, immediate response and quick refunds.
however, I always look at feedback before bidding, and i always look at feedback when accepting a best offer... i've refused good offers many times because they had 0 or 1 feedback, I don't need the hassle.
I list that I won't sell international, but will do it if the request comes from a high feedback guy, otherwise Its not worth the trouble IMO.
had one yesterday wanted me to send stuff to Chile, 1 feedback,, and I was like.. hells no....
So are you saying all new buyers are bad on ebay, you have the same amount of protection.I don't really see that as being a high risk.sure glad your not my bank & i had no credit.LOL

I think its funny anyone would put no refunds in their ad...ebay's guarantee trumps that 10 out of 10 times. You have to list it as "for parts or not working" and even then there's still a chance ebay will side with the buyer.

I think you misunderstand my point...
lets say i have something listed $39.00 obo with $11 shipping... If someobdy pays full asking price, even if its a new account, I'll send it, I don't have a choice unless their feedback is -1.... if its Zero or 1, I still send the product, no problem here...
however, lets assume (this is what I was talking about.
I get a $35 best offer, (which I can choose to accept or decline) bidder has 1 feedback.... 100%.
Same day I get a $32 best offer, (which I chose to accept or decline) bidder has 135 feedback.... 100%...
i'm taking the $32 offer any day... MUCH MUCH less chance of a hassle with guy #2.... he's getting my business.
To use your analogy...
if i'm a bank and you have no credit, sorry, your not getting the loan, time for a prepaid credit card to establish credit...ie: go and buy a bunch of $1.99 free shipping stuff like ipad chargers to build your feedback...
The problem with normal is that it just keeps getting worse...
I would rather sit than quit...
