No worries, but unless you're exceptionally lucky and are able to piggy back off a city or venue's insurance and permit, you will most likely be in a much better position to become associated with a sanctioning body as it will lower your costs significantly, as well as offer you the expertise in how to run an event such as this.
It's good to see you guys in ND have some opportunities though. Not sure if you know/remember Jaime Chaney (Pro 800 runabout) but I think he's big into snowcross up there too. Poor guy had to travel quite a ways just to compete regionally, but boy did he excel. He might be a good person to get in touch with if you can make these races a go.
