    Contact State Legislators NOW to Stop Your Boater Fees From Being Hijacked!

    Unless boaters act now, Cal Boating will be gone in 3 months, the boating advocacy group Recreational Boaters of California warns.

    Please take a moment to e-mail your California state representatives: Send them a message to show your support for Cal Boating!

    Dear Legislator:

    California Gov. Arnold Schwarzenegger is submitting a reorganization proposal to the California State Legislature that would eliminate the Department of Boating and Waterways (DBW).

    The governor’s plan is set to take effect this spring – UNLESS the California Senate or the Assembly adopts by majority vote a resolution rejecting the plan.

    I STRONGLY urge you to reject this wrongheaded plan, which would neither save money nor provide any benefit to California taxpayers. On the contrary: It would negatively affect the state’s more than 3 million boaters and California’s $17 billion per year recreational boating industry.

    What does the DBW mean to California boaters?

    • DBW receives no General Fund dollars: It is entirely funded by boater fuel tax dollars, boat registration fees and interest payments on infrastructure loans (including those for boating access projects, marina improvements and launch ramp construction).

    • DBW has a compact organizational structure and administers boating programs in a timely and non-bureaucratic manner. Its statutory charter is directly boating-related.

    • DBW provides accountability, transparency and leadership in its allocation and use of boater-derived taxes and fees, and in providing the best use of these funds for programs benefiting boating.

    • California’s more than 3 million boating enthusiasts, who support a $17 billion per year boating industry, must have a dedicated department to represent their interests -- with a director whose primary focus is boating.

    • The elimination of DBW will not provide the governor’s projected $600,000 in savings, and would eliminate essential boating programs and services including:
    o Maintaining safety on the waterways for more than 3 million boating enthusiasts.
    o Ensuring environmental protection for the state’s waterways.
    o Stimulating the state’s economy through loans and grants for boating facility
    construction – all 100-percent funded by boater-paid fees, at no cost to
    taxpayers.

    Please reject Gov. Schwarzenegger’s unwarranted effort to destroy a model agency that operates efficiently. The Department of Boating and Waterways provides a valuable service to boaters statewide, and all of its costs are fully funded by California boaters.

    GREAT idea Shawn!!!
    But Cali is 40 BILLION in the hole.
    I have 3 friends who work for CALTRANS that got laid off.
    Unemployment insurance & welfare is KILLING Cali right now.
    I will send the message below & ask all of my Club members to do the same, but it doesn't look good in Sacramento.
    I was there a month ago for some hearings on waterways & access and all of the legislators I talked with sang a *sad song*.

    Well now the managers are forced to address the truth. We overtaxed our people, underpaid the programs and stole from other areas, fed in way too much money for illegal alien support that didn't balance those financial coffers, tried to please everyone at the expense of the hard working folks and now the pied piper is playing his tune! The grab of DBAW will SOLVE nothing, it will merely hide momentarily other managemnet issues from State parks. DBAW is managed perfectly fine and one of the only government agencies that has it's act together and intact. So why change it?
    Americans need to revolt against our poor management and finally wake up. Enough is enough. No more govenrment, less government, less taxation, less programs, eveyrone go to work and lend a hand.....it's frustrating....feel bad for your friends who are laid off, its going to be a rough ride. No more taxes!

    For sure it's a horrible situation to be in, but like rhinton's friends here in Sac, I too am forced to rearrange my priorities right now. The State, which funds the County is trying to completely cut all services for 9,000 + seriously mentally ill patients we serve in Sacramento County. We are the only agency in Sacramento county that comes close to meeting (we actually exceed) the performance guidelines for our clients, and like the DBWW, our management is one of the very few who effectively manages their programs and budget with great results.

    Now, in order to balance the county budget and make up for their own mismanagement, the State wants to cut all funding and shut down all services to our seriously mentally ill clients - putting agencies out of business permanently and every employee of those agencies out of work. Permanently.

    That's 9,000 seriously mentally ill in Sacramento county alone suddenly wandering the streets with no meds, no care - no one making sure they can stay on track and stay at least minimally functional. The saddest part of it all? It's not a matter of if, but when, or how long before someone becomes violent or snaps and either hurts or kills themselves or another. THEN the media will be all over it, and of course the folks with the purse springs will be more than eager to fund these services.

    And if you think this is just a local problem, then think about this - it's happening in every single county in California. More than 514,000 patients will be adversly effected - will lose ALL services and the State's answer to their needs?

    Go to your local emergency room if you need meds or care.

    Yeah.....right, that will work. More people, only psychotice, manic, and in many cases violent will simply be shuttled to our local emergency rooms with no insurance to create an even more welcoming atmosphere for the lady who just barely survived a bad car accident, the guy with the compund fracture and the kid who needs stitches in his chin. That sounds real safe for everyone. Oh, and guess who will end up footing those super cost effective emergency room visits?

    I've already written to the folks as you requested, but please understand, many of us are kinda focused on fighting for not only our own livelihoods right now, but the actual lives and safety of others, so I can totally understand how everyone's thought process may be shifting on where to spend funding.

    Piggyback rides are my preferred mode of transportation

    What we need is state run casinos. I am talking state employees working there and of course if we are spending money there and it goes straight in to our state we are helping balance out the budget. What will really make it work is making what we spend there TAX DEDUCTIBLE. We might upset some Native Americans but I am sure they will understand a little competition.

    Here is something pretty telling about how asinine it would be to eliminate DBW:

    . DBW is completely self-funded by boater's dollars. DBW does not
    rely on the State General Fund for one penny to pay for the many
    construction projects, programs, staff or any of its operating expenses.
    Eliminating the Department WILL NOT help with the State's financial
    problems.

    If DBW is self-funded, then eliminating it will do absolutely NOTHING to save money, unless they plan to pilfer that money for other uses!

    Arny ****ed california over.....bad.

    All of our school districts frosh-soph and JV sports are expected to get cut, they are going to be cutting classes(thus making the teacher-student ratio go up), and they are cutting funding for necessary school items such as books and tissues(yes, they now limit each teacher to 1 box of tissues per week).

    At least I'll be part of the low-wage workers in about a year, my local college (CSUBakerfield) is cutting down on scholarship money.

    We can all thank the governator.....

    Yes, you are right, its a money grab. The department is managed well, and us recreational and occupational boaters benefit from it.
    This is just bad government and poor management of government not taking care of business properly. Going to rob peter to pay paul....ridiculous...shameful and blatant misappropriation of our trust.It it isn't broken, don't fix it.
