My take is OE carb kit will have the pump side typical wear items.
Many aftermarket kits contain the pump side, that's the hook besides price.

You might need to get a new Keihin diaphragm, of course the best choice. But that comes a little later as far as starting and idling is concerned.

ok lets say everything IS right. Go ahead and turn the low speed screw full 1 1/2 out.
It should Idle , assuming stock pilot jet is in there. If its an old carb, even cleaned great, the old screw...

Just to clarify, you did rebuild pump side of carb ?
and fuel mixture screws are lets say 1 1/2 out on low, 3/4 out on high ?
What kit did you use ?

No that's to little out. just try 1 and 1 on both, should start up and run on own then. Don't forget we change impellers for

If you bought the SBN new there should be some info on jets and seat size preinstalled in carb, then go from there on changes that may be needed to achieve best tune.
