Yes the flow control goes in the stinger takeoff from the tee. Less water at idle and full flow at wot, keeping waterbox cool enough.

^ Agreed, 115g is typically used with 48s, I was thinking that the 65g was way too soft and may be the issue with it flooding (pop off way to early)

Add a little more water by opening the water screw(s) a 1/4 turn. It doesn't take much.

You can't use the starter because the bilge will only run when you push the start button. Tie it into the battery with an inline fuse, no fire extinguisher necessary :-)

OK, so here are the different specs for the two carbs. Otherwise they are the same carb.
Black SBN44 2.3NS, 65G, 100P, 125M
Silver SBN44 2.5NS, 80G, 120P, 140M
You need to change the jetting...

I have the correct specs for that. I am sure your pop off is wrong. The silver carb is actually closer to your jetting needs but still not spot on. When I get to my computer around noon I will post...
