    I think it is easier to start with a good needle, seat, spring, low jet combination
    instead of simply picking a given pop-off first...

    That isn't what I meant.

    Your original jet specs were almost a good starting point, except for the seat and spring.

    These specs are basically the standard 46 specs except for the spring.

    The GRS carbs were the first watercraft carbs (that I know of) that
    used annular discharge.

    I would try installing a 2.0 seat & 80gr spring. Then learn how to

    Is there a choke or fuel primer? If primer, does it feed both carbs?

    The standard low jet is a 67.5, and the low (pilot) screw setting (5/8)
    seems lean to me too. Good possibility those settings...
