    Lay plugs WITH coils attached up on the head and check spark. The VX wiring harnesses are crap, I've replaced a few. I've also found bad/broken wiring going to various sensors AND to coils.

    The Waverunner 3 has the old fiberglass waterbox that is known for causing issues. The baffles can break loose inside and block the exhaust flow. Pull it out and check it.

    It's an electromagnetic coil. It can fry and split the coil windings which can then short circuit to ground.
    You can test it by unhooking all wires and ohm from the positive control wire to ground...

    If the old solenoid shorted on the coil side (small wires) then it's very possible that the ground side is reading power.

    PB Blaster or other penetrating lube shot up at the end of the driveshaft with nose of the ski down. Repeat for a few days then try again. You can use a block of wood against the nose of the impeller...
