Question about 787

A mechanic I work with has just installed a new shortblock (787) in a GTX and is having some problems. In the water it idles fine and runs full throttle fine, but if he goes to wide open throttle from idle engine RPM rises to 5000 and hold there long enough for the machine to go about 30 feet and then takes off to 7000 RPM. Along with this, the speedo does not work until until it "makes the jump" past 5000 RPM. Then everything works fine until he lets it go back to idle. He has already been through the carbs. Since the speedos (digital and analog) start working at the same time that it takes off, he thought it might all be electrical and tried another MPEM. That made no difference.

Also, when installing the motor he replaced the rotary valve but not the cover. The cover did have a groove in it and I'm not sure how this would effect performance.
