1991 Waverunner LX 650 starting problems

I recently bought a 1991 LX 650 in really good shape (all stock). It has a rebuilt carb and fresh plugs. On the trailer it will start instantly, but on the water it has a hard time starting. Could this possibly be a weak ignition? How do I change the sparkplug wires? How do I open the electrical box? What about coils?

What I did on the lake was to lift the back half of the hull just off the water and it will start fine, but if it sits on the water it has a hard time starting.

I'm thinking weak electrical. Any other possible ideas as to the cause and how to correct this?

Once its running it runs fine all day. It runs its full RPM's up and down and even idles fine in the water. Its just when you try to start it it has a hard time.
