650sx fuel system qustion

When I pulled the 650 engine for my swap I noticed a small box and this being my first 650 ive owned im not sure what it is, my guess is a rev limiter?? mabey a fuel pump? a line goes in from the fuel tank and out to the carb, and one goes to the pump im thinking?? what is this guy and do I need it??

pump most likey, you only need to run it if you have a stock carb.
