1999 SLTH Kill Switch

I'm trying to help a friend with his 1999 SLTH. I put a conversion kit in it ie Stator,CDI Box and coil with new plug wires. Everything was working fine (except the Multi Function Display) it came on briefly then quit. Put 5 or 6 hours on it went to get gas and killswitch wouldn't kill it or pulling the lanyard wouldn't doit either. Put in a new start stop Module no luck. Do know this much bilge pump doesn't run when motor is running and when I hook a voltage meter from neg side of battery to ground terminal inside electrical box I get 12.43 volts. Anyone have any suggestions? Is the voltage normal? I bought a shop manual not much help with this problem . Local dealer not very helpful either. Have talked to a few independant repair shops no luck. That's how I found out about pwc today. Any help would be appreciated. Thanks Charles
