water leaking around steering cable

2003 GTX 4-tec SC replaces the plastic locking nut at rear after previous broke. Also replaced two small locks. Did not see a seal or o-ring on drawing dealer gave or when I took apart but now water seeping into hull through this area. Did I miss a seal or o-ring in this area? Thanks for your input.

yes there is a o-ring. it should be something like cable end, then seal on the shaft, followed by another seal on shaft, then the plastic nut, then the two locking tabs that fit around the cable with another o-ring behind that.
