He may not run into trouble with the registration, but you might want to make sure you're covered for some of the potential liabilities.
What happens if he damages someone else's property or hurts someone? Sure, you weren't the one riding it, but you own it and could still be dragged into civil court and held liable. The people doing the suing will often go for anyone with even a passing involvement. I've seen it happen: one of my coworkers got sued for an accident that happened while he was operating a borrowed piece of equipment, but most of the liability got shifted to the owner, who had failed to instruct him on its proper use.
And yeah, your brother might be a great guy, but his widow might not be so easy to deal with.
I'm not saying don't let him use your PWC. Just be sure you have plenty of liability insurance and perhaps additional umbrella coverage. Be sure that that the policies cover PWCs and - more specifically - that they cover you when someone else is riding your PWC. (My first PWC policy included only my wife and me, and our original umbrella coverage specifically excluded PWCs).
