No, a stock motor in a aftermarket hull will not instanly pick up 9-10 mph. Maybe none at all.

I commissioned about 10 aftermarket hulls to be made myself. We built them for one thing, accelleration through less weight. It had nothing to do with speed. In fact, the fastest X-4's are using oem hulls.

There are aftermarket hulls, possibly Team Butch hulls, that were given to Team Butch by Sea Doo

IMO, compared to what I had, they were very crappy and not one once lighter than my E-Glass Fiberworks hulls, if anything heavier and more prone to breaking. We used an OEM X-4 hull mold and lightened OEM decks, re-inforced our E-Glass with balsa stringers, made a smooth walled inner liner and pumped foam inbetween the innerliner and hull shell. I'm not saying Buckshots cannot be used, but Novi is the better choice.
I probably would not move the motor forward because I can think of no good reason to add wieght to the front of the hull.
If anything, add some longer trim tabs to the back of the hull if when riding it, the hull will not stay up and out of the water without smacking up and down on the water when riding it wide open. You can fabricate aluminum
